Meal: I get Machacado ala-Mex plate my wife gets the huevos ala Mex plate we also sometimes just get  the tacos by them selves.  They make great bean, egg and cheese and chorizzo, potato and egg  tacos.  They cook all the fat out of the chorizzo so it is a lot cleaner to eat.
Price is very reasonalble.

DESCRIPTION
This is by far my favorite place to eat Tex-Mex food.  I have been eating here for the last 6 years or so and out of the six years I think I only had one bad meal and actually it wasn't that bad.  It was a mix up on my to go order and the other fellows tacos were pretty good.  The one thing about this place is almost any day of the week they are open early during to the restaurant being outside of the main gates of Randolph Air Force base.  From the first meal to closing time all taste hot and fresh.  The restaurant is a husband and wife venture along with their son and some help from their relatives here and there.  They have very little turnover in all the years of my visits.  
The restaurant is VERY clean front and back.  The owners have the staff wear professional uniforms that they supply for them.  The food comes out quick and hot and there is no fooling around with a sprig of parsley or wedge of an orange. I have to say that their Pepsi taste wonderful and they use good ole' CRUSHED ICE.  THANK YOU, THANK YOU, THANK YOU.   I love crushed ice and so does the wife.  I wish more restaurants used it. 
El Toro went through a remodel not to long ago and they continue to make improvements here and there when they can.  They are a mom-and-pop shop so big time renovations are hard to do but all the improvements they have done over the years were well thought out and wonderfull change. 
We rate this place a perfect 10 because they have kept us coming back for 6 years and they have kept true to customer service and awesome food.  I could just sit and eat their fresh, soft, hot homemade Tortillas right now with some of their tasty, spicy, freshly made Red or Verde salsa right now.  Ha ha ha,,  Did I make you hungry?? 

CONCLUSION
The place is always packed with locals the coffee is good, their Menudo is even better.  They keep the place clean, they always smile and take phone orders, faxes, etc. .  This is a small restaurant  with a small dining room which makes me feel right at home.  I don't particularly like franchises.  People from all walks of life come here to eat because they know its good eatin'  and fast.  If you want some tacos to eat on the way to a game or work you can eat them while driving (I am not responsible for any accidents)  because they won't drip all over you and you will have clean hands afterwards.  Some visit them but get their for their breakfast.  This is what I do.  I rarely have Mexican food for lunch but every lunch I have eaten there was just as good.
